Man Faces Court for Posing as Felix Koskei to Extort Ksh.10 Million

A man accused of impersonating Head of Public Service Felix Koskei to extort millions of shillings from a senior government official appeared before Milimani Anti-Corruption Court on Monday, where prosecutors secured strict conditions for his release

Seth Omosira Osumo denied charges of impersonation and bribery when he appeared before Senior Principal Magistrate C. A. Okore

According to the Office of the Director of Public Prosecutions (ODPP), Osumo allegedly claimed to be the Chief of Staff and Head of Public Service in mid-January and demanded Ksh.10 million from Engineer Kenneth Njuguna Mbogori, a regional director at the Kenya Rural Roads Authority

The money was reportedly requested as a condition for safeguarding the engineer’s position. Prosecutors said the alleged scheme took place over January 14 and 15 within Nairobi, with Osumo later receiving Ksh.30,000 as part of the arrangement

Osumo faces three criminal counts: impersonating a public officer under Section 105(b) of the Penal Code and two counts of bribery under the Anti-Bribery Act

While seeking bond, Principal Prosecution Counsel Willy Momanyi urged the court to impose stringent conditions, citing the seriousness of the allegations and the risk of interference with evidence

The prosecution requested the surrender of Osumo’s passport, restrictions on travel, and retention of two mobile phones believed to contain crucial evidence

Magistrate Okore granted the prosecution’s request, ruling that the phones remain in custody pending trial. She also approved a bond of Ksh.1 million, with an alternative cash bail of Ksh.300,000, and ordered Osumo to deposit his passport and travel documents with the court. Any travel outside the court’s jurisdiction will require prior approval

The court directed prosecutors to provide the defense with all witness statements and documentary evidence within fourteen days. The case is scheduled for mention on February 2, 2026
