Former IEBC Staffer Charged for Using Forged Degree to Secure Promotion
Investigations established that the certificate was not genuine and that Mukimi knowingly submitted it as authentic
The Ethics and Anti-Corruption Commission (EACC) has arrested and charged a former employee of the Independent Electoral and Boundaries Commission (IEBC) for allegedly using a forged academic certificate to obtain a promotion within the commission
According to EACC, the suspect, Lukaa Musamali Mukimi, presented a falsified Bachelor of Arts in Social Studies (Public Administration) degree, purportedly from Moi University, during an internal promotion process at IEBC

Investigations established that the certificate was not genuine and that Mukimi knowingly submitted it as authentic
The commission forwarded the case to the Director of Public Prosecutions (DPP), who approved the commencement of criminal proceedings. Mukimi was arrested on November 19, 2025, and arraigned the following day

He appeared before the Milimani Anti-Corruption Court where he denied charges of forgery contrary to the Penal Code, as well as offences under the Anti-Corruption and Economic Crimes Act, 2003
He was released on a cash bail of Ksh.200,000 or a bond of Ksh.500,000 with one surety
