Government Operationalises National Government Administration Police Unit

The government has formally operationalised the National Government Administration Police Unit (NGAPU) following the gazettement of amendments to the National Police Service Standing Orders
The amendments, published as subsidiary legislation in the Kenya Gazette in December 2025, outline the unit’s mandate, command structure, operational procedures, and accountability mechanisms. They establish NGAPU as a specialised unit within the National Police Service tasked with supporting national government administrative officers, including Chiefs and Assistant Chiefs, in the execution of their lawful duties
Under the new framework, NGAPU officers are required to work in close coordination with police stations within their respective areas of deployment. During any operation, the Ward or Division Unit Officer must record the nature of the operation in the Occurrence Book. Details of arrests and recovered exhibits must also be documented, with all exhibits handed over to the Officer Commanding Station without delay
Government Operationalises National Government Administration Police Unit
The regulations further state that where assistance is required, the Officer Commanding a police station is obligated to provide support promptly, reinforcing cooperation among units within the National Police Service
Disciplinary control of the unit will be governed by existing Standing Orders, with proceedings conducted in accordance with Chapter 30 of the regulations and Article 47 of the Constitution, which guarantees the right to fair administrative action
NGAPU officers will be issued uniforms and equipment as prescribed under the National Police Service Dress Code Regulations. The amendments also introduce strict record-keeping and reporting requirements, mandating that unit records be maintained in line with national police service regulations and that all reports and returns be submitted in accordance with Standing Orders
Responsibility for the accuracy and timely submission of reports will rest with the unit commander. Officers attached to the unit will also be entitled to applicable allowances as determined by the National Police Service Commission
In addition, the unit commander is required to develop standard operating procedures for NGAPU and submit them to the Inspector-General of Police for approval before implementation
The operationalisation of NGAPU marks a significant step in strengthening administrative policing and enhancing support for national government officers at the grassroots level
