Kenya Launches Manhunt for Russian National Over Secret Recordings of Women

The Government of Kenya has ordered a nationwide manhunt for a Russian national accused of secretly recording and distributing intimate images of Kenyan women without their consent

In a strongly worded statement, the Ministry of Gender, Culture and Children Services condemned the alleged actions, terming them a grave violation of personal dignity and privacy protected under Articles 28 and 31 of the Constitution

The suspect, identified only as Yaytseslav, is accused of covertly capturing and circulating explicit content involving Kenyan women. Authorities described the incident as deeply disturbing and an example of technology-facilitated gender-based violence

Cabinet Secretary Hanna Cheptumo said the matter represents not only a criminal offence but also an affront to Kenya’s national values and cultural integrity

“This is a serious violation that undermines the fundamental principles upon which our society is built,” the statement read, adding that digital exploitation poses an increasingly complex threat requiring urgent and decisive intervention

The government has activated what it termed a “whole-of-government” approach to address the case. Security, investigative and prosecutorial agencies have been directed to prioritize the matter

Given the cross-border dimension of the allegations, Kenyan authorities are expected to collaborate with international partners to ensure thorough investigations and possible prosecution

Officials warned that anyone found culpable would face the full force of the law, including charges under the Penal Code and the Computer Misuse and Cybercrimes Act, alongside other legal provisions protecting women and children from exploitation

Beyond enforcement, the Ministry signaled plans to reinforce policy frameworks aimed at combating digital exploitation. Proposed measures include enhanced safeguards for women and children in both physical and online spaces

The Ministry also announced plans to engage stakeholders in the culture, tourism and hospitality sectors, as well as digital platforms, to improve prevention strategies, raise awareness and strengthen accountability mechanisms

The Cabinet Secretary expressed solidarity with the affected women and all survivors of gender-based violence, urging victims to seek confidential assistance through the National Gender-Based Violence Toll-Free Helpline

Members of the public were cautioned against sharing or circulating harmful content, with authorities warning that doing so could amount to criminal liability and perpetuate further abuse

Reaffirming its mandate to safeguard gender equality and protect children, the Ministry pledged continued efforts to strengthen national policies promoting responsible digital conduct and the protection of citizens’ rights

“Kenya remains firm in defending the dignity of its men, women, boys and girls, both offline and online,” the statement concluded
