The 2026/27 budget estimates indicate that more money has been allocated to salaries, wages and staff-related expenses compared to the previous financial year. The increase highlights the continued rise in recurrent expenditure, even as the county grapples with demands for improved public services and accelerated development projects.

The expanding payroll is expected to consume a substantial share of the county’s overall budget, potentially limiting funds available for infrastructure development, healthcare, garbage collection, road maintenance and other essential services that directly affect city residents.

Economists and public finance experts have consistently cautioned that a high wage bill can strain county finances by diverting resources away from development programmes. They argue that maintaining a sustainable balance between personnel costs and investment in public projects is critical for efficient service delivery.

County officials, however, maintain that the budget has been structured to meet employee obligations while supporting priority sectors such as health, transport, urban planning and revenue collection. They are optimistic that improved revenue mobilisation will help the county meet its financial commitments without compromising service delivery.

The increase in Nairobi’s wage bill comes at a time when county governments are under pressure to enhance financial discipline and ensure that a larger proportion of their budgets is directed toward development rather than administrative expenses.
