Inside SHA Fraud: From 5 Daily Hospital Visits to 50 ‘Spouses’ Claims

Health Cabinet Secretary Aden Duale has lifted the lid on shocking cases of fraud within the Social Health Authority (SHA), revealing how loopholes in the system have been exploited by unscrupulous individuals.

 

Speaking during a recent briefing, Duale cited extreme examples that have raised serious concerns about the integrity of the health insurance framework. In one case, a single patient reportedly visited a hospital five times in one day—an anomaly that points to possible manipulation of claims or collusion within healthcare facilities.

Even more startling was the discovery of individuals registering an unusually high number of dependents. “We have found men with over 50 spouses listed under SHA,” Duale disclosed, highlighting how some Kenyans are gaming the system to maximize benefits illegally.

The CS noted that such fraudulent activities are not only draining public resources but also undermining efforts to deliver affordable and accessible healthcare to genuine beneficiaries. SHA, which is meant to replace the defunct NHIF and streamline universal health coverage, now faces a credibility test as authorities move to clean up the system.

Duale assured the public that the government is tightening verification processes and deploying advanced digital tracking systems to curb abuse. He warned that those found culpable—whether individuals or health providers—will face legal consequences.

“These are resources meant for all Kenyans. We will not allow a few to exploit the system at the expense of millions,” he said.

The revelations come at a time when the government is pushing for full implementation of universal health coverage, a key pillar in improving the country’s healthcare system. However, the exposed fraud cases signal the urgent need for stronger oversight, transparency, and accountability.

As investigations continue, Kenyans now await decisive action to restore trust in SHA and ensure that public health funds serve their intended purpose.
