IEBC Receives Ballot Papers as November 2025 By-Elections Enter Final Campaign Stretch
In a statement, IEBC said all 51 political parties participating in the by-elections were invited to witness the arrival of the ballots to ensure transparency
Preparations for the November 27, 2025, by-elections are in full swing as the Independent Electoral and Boundaries Commission (IEBC) received the first batch of ballot papers and statutory forms on Wednesday, November 19
The commission, chaired by Erastus Edung Ethekon, confirmed that the final batch of ballot papers 29 pallets will arrive on Thursday, November 20, at 7:30 PM
In a statement, IEBC said all 51 political parties participating in the by-elections were invited to witness the arrival of the ballots to ensure transparency
“The Commission led by Chairperson @eeethekon has this evening received the first batch of 10 pallets containing ballot papers and statutory forms for the upcoming 27th November 2025 by-elections. The final batch of 29 pallets will be arriving tomorrow evening at 19:30hrs,” IEBC said

Voting materials will begin being dispatched on Friday, November 21. For remote areas, including Banisa and Mandera, ballots will be airlifted due to security concerns and distance
The commission disclosed that the ballot papers were printed in Athens, Greece, by Inform Lykos (Hellas) SA at a cost of KSh 27 million, and reassured Kenyans of its commitment to free, fair, and credible elections

In other developments, IEBC fined Kasipul by-election candidates Boyd Were and Philip Aroko KSh 1 million each over complaints of campaign-related violence that led to two deaths
The Electoral Code of Conduct Enforcement Committee issued stern warnings, instructing the candidates to publicly sign the political decency charter and remind supporters that violence will not be tolerated
As campaigns reach their final days, constituencies such as Mbeere North and Malava remain highly contested, with parties intensifying efforts to sway voters
The electoral commission emphasized its role in ensuring that all processes are transparent and that the upcoming mini-polls uphold the highest standards of democracy
