CoG Names Sifuna, Cherargei, Kajwang Among Senators Accused of Intimidating, Extorting Governors

The Council of Governors (CoG) has publicly named four Senators it accuses of intimidating and attempting to extort governors during appearances before the Senate County Public Accounts Committee (CPAC)
In a statement released after a meeting on Wednesday, the CoG identified CPAC Chairperson Moses Kajwang, Vice-Chairperson Johnes Mwaruma, Edwin Sifuna and Samson Cherargei as Senators allegedly “notorious” for misconduct in oversight proceedings
According to the governors, the four lawmakers have been repeatedly cited in complaints over what they described as extortion, political witch-hunts, intimidation and harassment of county chiefs summoned before the committee
The Council said the named Senators have been “consistently cited” in grievances raised by governors regarding the conduct and tone of CPAC sessions

As part of resolutions adopted at the meeting, the governors announced that they will no longer honour summons from the Senate County Public Accounts Committee until their concerns are fully addressed
“Governors shall with immediate effect not appear before the Senate County Public Accounts Committee (CPAC) until the concerns raised herein are adequately and conclusively addressed,” the CoG stated
Among the key demands tabled by the Council is the removal of the four Senators from the relevant oversight committees. The governors argue that such action is necessary to restore trust and integrity in the accountability process

“The Council demands the removal of the four named Senators from the affected committees as a prerequisite to restoring confidence, integrity and fairness in the oversight process,” the statement added
The governors have also called for the urgent convening of a structured engagement forum between Senate leadership and the Council of Governors. The proposed talks would establish clear and transparent guidelines for governors’ appearances before Senate committees and introduce safeguards against harassment, extortion and political persecution
The standoff sets the stage for a potential showdown between county governments and the Senate over oversight powers and accountability procedures
