Kenya Unveils Multi-Agency Strategy to Curb Terror Financing

Kenya has announced a new multi-agency strategy aimed at strengthening the fight against terrorism financing among member states of the Islamic Military Counter Terrorism Coalition (IMCTC)

Speaking during the launch of a six-day advanced training programme under the IMCTC strategic initiative Building, Deputy Army Commander Maj. Gen. Mohammed Nur Hassan said the coordinated approach will bring together experts from various ministries, departments and agencies to detect and disrupt financial crimes that enable terrorist activities

Maj. Gen. Nur emphasised that terrorism networks rely heavily on “financial oxygen,” and cutting off these illicit channels will weaken their capacity to recruit, mobilise and carry out attacks

“The purpose of selecting participants from all sectors of government is to harness the comparative advantage each one of you possesses in countering terrorism financing and anti-money laundering,” he said

The training aims to equip officers with advanced knowledge on money-laundering schemes used to fund terrorism both locally and internationally

Officers will be trained as regulators, investigators, analysts, and financial-sector professionals to enhance Kenya’s overall security architecture

Maj. Gen. Nur stressed that no single institution can dismantle complex terror-financing networks on its own, urging participants to collaborate, share experiences and build stronger inter-agency links

He noted that the training follows two earlier basic-level courses held in April and August involving 25 officers, and comes at a time when terror groups continue to adapt through expanded illicit financial systems

Kenya hopes the enhanced skills will boost cooperation and information sharing across local and international agencies, strengthening the country’s ability to counter terror activities

The programme is part of a wider IMCTC initiative offering specialised counter-terrorism training across member states, reinforcing joint efforts against terrorism and cross-border crime
