Chief Justice Koome Swears In PSC Chair, Law Reform Commissioners and Heroes’ Council Member
During the ceremony, Emmanuel Mumia, Catherine Ochanda, and Walter Ochieng Khobe took oath as commissioners of the Kenya Law Reform Commission. Charfano Guyo Mokku was also sworn in as a member of the National Heroes’ Council

Chief Justice Martha Koome has presided over the swearing-in of Francis Meja as the Chairperson of the Public Service Commission (PSC), alongside newly appointed commissioners to the Kenya Law Reform Commission and a member of the National Heroes’ Council, urging the officials to uphold constitutional principles and enhance service delivery in the public sector

In her address, Chief Justice Koome called on the Public Service Commission to work towards transforming the government into a model employer by promoting merit, transparency, fairness, and integrity in employer-employee relations
“The Commission shoulders the duty of actualising Article 234 of the Constitution — embedding constitutional values across the public service, strengthening institutional efficiency, and advancing professional excellence,” she said
On the Kenya Law Reform Commission, Koome lauded the agency for its continued role in aligning legislation with constitutional standards through the review of outdated laws and the proposal of necessary reforms. She urged the commission to adopt a proactive and evidence-based approach to law reform to address emerging social, economic, technological, and governance challenges
The Chief Justice further emphasised the need to prioritise the review of statutory provisions declared unconstitutional by the courts, noting that the Judiciary highlights such laws annually in the State of the Judiciary and Administration of Justice Report. She underscored the importance of timely legislative action to amend or repeal the affected statutes

Addressing the National Heroes’ Council, Koome encouraged members to recognise not only distinguished public figures but also ordinary citizens whose dedication and service positively impact their communities.
“By identifying, recognising, and honouring our heroes, you shape our collective memory and affirm the values that define us,” she stated
The ceremony marks a renewed commitment by the Judiciary and independent commissions to strengthen governance, promote constitutionalism, and enhance accountability within public institutions
