Former SHA Boss Robert Ingasira Arrested in Ksh.17 Million Health Scheme Fraud

The group faces multiple charges including conspiracy to defraud, misappropriation of funds, and abuse of office, contrary to the Penal Code and the Social Health Insurance (SHI) Act

Former Acting Chief Executive Officer of the Social Health Authority (SHA), Robert Ingasira, is among nine suspects arrested on Wednesday in connection with fraudulent claims made to the state health agency

Ingasira was apprehended in Naivasha for his alleged role in a Ksh.17,591,473 scam linked to Archprime Medical Clinic in Homa Bay County. The arrest follows investigations by the Directorate of Criminal Investigations (DCI) and approval of charges by the Office of the Director of Public Prosecutions (ODPP)

Authorities are also pursuing Elijah Wachira, another former SHA CEO, over similar allegations

Other suspects named in the case include Rosemary Daraja, Peter Abuna, Justus Odhiambo Ouma, and Vera Atieno Otieno, accused of filing false medical claims worth Ksh.1,101,760 under Vebeneza Enterprise Medical Clinic in Nairobi

At Rachuonyo East Sub-County Hospital, three suspects  Bill Clinton Ochieng, Cynthia Odhiambo, and Phelix Otieno  were arrested over an alleged Ksh.535,840 fraudulent claim. Meanwhile, Noah Odhiambo Were was detained for a separate Ksh.315,840 false claim at Nyatoto Health Centre

The arrests underscore ongoing efforts to root out corruption within Kenya’s public health sector, following recent cases of financial misconduct linked to the newly established SHA system
